Is there an launch control patch for A4SE700D??

As above, can't find anything.

chROM has patch for A4SE900D, but not 700D.
Is it available and does anybody know where from?

You'd have to double check with Merchgod, but I'm pretty sure you can flash the A4SE900D ROM to your ECU. Both A4SE900D and A4SE700D are found in 01/02 EDM WRX, and both share the same 68HC16Y5 memmodel.

So if you can flash the A4SE900D to your ECU, and have already made changes to your ROM, all you need to do is copy all the changes to a stock A4SE900D ROM, patch it with LC, flash it to your ECU and you're done

Sorry for bringing this back but did you tried the A4SE900D to 700D? Also do you have the patch for 900D?

you can overwrite one with the other yes, just copy your changes across before flashing - but easier to use carberry rom then start tuning from there.

Patch is lower rev limiter type of LC with no boost, not really worth it. Go with carberry, much better boost control compared to 700D/900D.
