I get swapped ej20x in my forester sf. After I removed the TGV and install TD04HLA, I had no boost when pressing the gas and brake. The specified torque does not rise above 274 Nm.
I have stock ROM and DimeMod ROM. In all ROMs request torque no more 274NM when I try get boost for good start.

the screenshot is a little small to read properly, but if the ECU isn't requesting it take a look at your throttle tables and see what's going on.

did you connect the bleed hoses on the turbo to wastegate?

yes, with 3port solenoid
and if disconnet hoses no boost too in stall test

sounds like maybe no boost is a separate issue to the requested torque, if you can get the throttle plate to open under load the turbo should be spinning up unless you may have a massive exhaust leak or a boost leak somewhere?

can you make a proper log/LTV info and post it up with your ROM?
