02 JDM STi ECU would be a better choice, since you wont need the AUDM immobiliser coded at your Subaru dealer.
Also, when you try flashing your ECU, have you tried turning the ignition to the ON position just as you hit the OK key? Some of the earlier ECU's have issues with reflashing due to the boot sequence. This has caught me out a few times
