Yeah, this rom's values are quite different to what I've seen on the turbo'd cars (where minimum timing is -20 across all cells).

Do you think it could be using the tables from A8DH200X? Since that's what it inherits from? Going from what these values are, doesn't make sense in what is happening to me. Ride5000 seems to think it's the cat light off routine. Is that something that I'm just going to have to deal with?

These tables are likely used for heating the cats up quickly - that's stated in the OP. Why your tables are different - who knows, these values change from platform to platform. Test different values out, see what works.
