 Post subject: 09 WRX High idle surge with cluch disengaged

So I've had this issue for awhile and I can't figure it out. 2009 WRX Stock map.
I’ve tried flashing Garn map on as well, same thing.
So, driving and coming up to say a light or coasting around parking lot, this is what happens, push clutch in roll along with clutch in and rpm's drop to around 1000 then almost always quickly(like a over a few seconds) the idle will climb between 2000-3000 rpm's with clutch in, then drop to 1000 quickly then rise up again. it will surge like this with the clutch in until I reach a stop, then instantly settle to idle speed, or if I pull the shifter into neutral while rolling it will drop to idle speed and not surge. My fuel trims are all within +/- 5%
I've tried to look for a vacuum leak and an air leak between turbo and throttle plates by spraying around suspect areas with brake clean to see if ide changes but found no leaks or loose hoses.
Its like the ecu is commanding the drive by wire to rev up the engine, when it should be down near idle/ it will climb to about 3000 max then drop and continue this cycle until either the transmission is put in neutral or car comes to a stop.
There is a parameter in the data log that knows when the transmission is in a drive gear or neutral. if you log this parameter you will see it go to zero in neutral and 1 if put in any gear while stop, but will display current gear while driving as in 2 for second gear, 5 for 5th.
I just don't know why the car does this.
I/ve seen some others with this concern post around other sites, but like many of those posts they never give a update to weather or how they fixed this issue.
might have to take to dealer if I can't figure it out.
