My friend did a jdm v7 swap to his 02 bugeye. Apparently the ecu is a mines locked ecu. Does anyone know how to get this ecu unlocked? He is currently running his usdm ecu but he needs the v7 ecu for avcs.

I'm not familiar with the 16-bit ecu's, but if there is something analogous to SHBootMode (hard-wire reading of ecu), that would be a sure fire way to reflash it.
