Starting a thread related to MS41.3 development. I first learned about this through the MS41 Wiki.
Looking at the files uploaded we have the 256k file, a sample 24k file, however the actual xml definitions are missing.
I emailed Abhishek however he seems too busy to look over the files.

There's so much information in the forum it would take hours for someone new to tuning to get what they need. I was hoping the wiki would be a consolidated place for basic tuning information. It's not helpful when i'm hunting for broken links, people that are secretive about releasing different things. We can do better then this guys...The wiki you linked has all of the information. The 256kb is not uploaded (not sure where you got that from) as its not released yet. It just contains the 24kb and definitions so that you can see what it has to offer. I see the defs are not present. Those may have been lost in the google pages migration. The wiki states "Code is in private testing. thank you for the interest. I'll reopen the invites as needed"

For now, just about every feature is tested. I can't speak for Abhishek but I would expect it to be released this year.
Ba114 uploaded his MAF spreadsheet here on the forums in a MAF thread but I'm sure if you pm him and ask nicely, he will give you a direct link.
