Vtec Switch points in the honda fimwares are usually 2 switch points,
Engage/Disengage and again Engage/disengage.
For example, this is a Euro R18 Civic.

Ill take a look at it inbetween doing the definitions on the CRZ

So here let me explain how the maps work, it may be a Matsush1ta ecu but its still keihin firmware oddly.
Entire structure is laid out the same.

So The rest of the VTEC Parameters are all near (Above) the actual vtec engage/disengage map.
$21CC VTEC Engagements 4x1 On/off/on/off

Down after your spark maps, VTC Breakpoints are there.
Directly after the X/Y Scalars for your maps.
$10808 Low Cam Breakpoints 4x1
$10810 High Cam Breakpoints 4x1

Both of the above maps have direct references in the code when you disassemble them btw, you can use it to track back to the Fuel/Timing functions.
Map Scalar is at
$54272 WORD (offset 0.0267 to get it in mbar)
Map Offset is at
$5428C DWORD(signed) Offset 0.0001536 for mbar. set this to 32bit hi-lo

Also there shouldn't be a single 14x20 throttle map.
Most of the throttle maps are 15x15 or 10x5
none of them are 20x 10 either at least none that i have found that are important. ;)

Hopefully it helps you out on your journey.
I do these ecus pretty much every day so if you need help ask :)

ps.
Screenshot of the tables i mentioned
