Not sure if I am going over some bounds, but I tried to send a PM and it is just sitting in my outbox and never shows up in my sent messages folder. Is this just cause the recipient hasn't read it yet? Or is there protections against new users PM'ing?

as above - it's sits in the outbox until the recipient has read the message.
