Maybe this is a stupid question but what does one do with the config file after it's compiled? Just put it on the blank SD card for the tactrix plug?

Yes. The instructions are in the samples files of EcuFlash.
See "C:\Program Files (x86)\OpenECU\EcuFlash\samples\logging\"
